Despite the fact that a country as such is a political entity, its role as a welfare state towards
society cannot be undermined. The government, irrespective of the economic model —
capitalism, socialism or any other variant it follows — has to initiate and undertake various
programs for those individuals and segments of the society who are underprivileged and
facing financial challenges and hardships due to illiteracy, sickness, unemployment, old age,
retirement, disability or any other factors arising out of lack of support system for them. This
government-backed support system or help is commonly known as the social security system.
Bhutan, though a very small country in terms of population, geographical area, and other
factors, with a monarchy-led government till 2007, is also very proactive in fulfilling its
obligations towards society at large and towards disadvantaged or deprived people in
particular.
The book "Social Security System of Bhutan" highlights the various measures and schemes
launched and implemented by the government of Bhutan to ensure the functioning of an
effective social security system within the country.
The purpose of the book is not to assess the magnitude and operational penetration of the
system but to make the reader aware that, despite it being a tiny country, a social security
system does exist in Bhutan.
About The Author
Prof. Ravindra K. Gupta, who has been the Principal of a constituent college of the
University of Delhi for four years, brings over three decades of rich teaching and academic
leadership to higher education. A Commerce graduate from SRCC, he pursued his Master’s,
M.Phil., and Ph.D. at the Delhi School of Economics, building a strong foundation in
Accounting and Finance—his area of expertise. Over the past 33 years, he has guided
students at both undergraduate and postgraduate levels, authored and published numerous
research papers, and presented at leading international conferences in New Zealand, the UK,
Singapore, and Japan.
His contributions have also extended beyond India, through the Australian Endeavour Research
Fellowship and his service in Bhutan under the Colombo Plan. Recognised for his scholarly depth
and administrative vision, Prof. Gupta has received multiple honours, including the 'Best Teacher
Award', and continues to be a sought-after speaker at premier institutions.
